EUDR: Legality assessment data sources reference

The indices, alert event types and other inputs behind the producer score that the legality assessment uses, for each methodology version.

📖 Reference · For users who need to know which data the producer score in the legality assessment is built on, per methodology version.

This article lists the data behind the producer score that the legality assessment under the EU Deforestation Regulation (EUDR) uses: the country risk indices, the alert event types, and the other inputs to the score. How the score is calculated and how it decides the result is described in EUDR: Legality assessment methodology versions.

Data sources per version

Both versions use the same score components and weights. Version 2.1 uses newer editions of several country risk indices and an updated list of alert event types (see Country risk indices and Alert event types).

Score component

Weight

Data source

Country risk

15%

Public indices, grouped into seven EUDR risk categories (see Country risk indices)

Industry risk

7.5%

Prewave data on suppliers worldwide, grouped by industry according to the International Standard Industrial Classification (ISIC), rated by the frequency of past incidents in each industry

Commodity risk

7.5%

Prewave commodity risk rating

Alert score

40%

Public alerts on the producer, found by Prewave's AI-supported screening of news, social media and other online sources, sorted into event types (see Alert event types)

Self-assessment score

20%

Producer answers to Prewave questionnaires on EUDR topics (see Self-assessment topics). Optional.

Internal score

10%

Information a company provides about a producer, such as a known incident or a known high-risk producer. Optional.

Country risk indices

Version 2.1

Changes from Version 1:

  • Deforestation uses the FAO Global Forest Resources Assessment 2025 instead of the 2020 edition.

  • Labour rights use the 2023 edition of the Global Slavery Index and the 2024 edition of the ITUC Global Rights Index.

  • ILO statistics on national compliance with labour rights replace the World Bank Worldwide Governance Indicators.

  • For a country that an index does not cover, the value is estimated from the most similar countries across the other risk indicators.

Alert event types

Each public alert is sorted into an event type. An alert reaches a producer's score in one of these ways:

  • Direct: the alert names the producer.

  • Site Group: the alert is connected to the site group the producer belongs to.

  • Regional: the alert concerns the region the producer is located in.

For each way, the event type has an impact level: Critical, High, Mid or Low. Alerts of event types with a higher impact level have a stronger influence on the score, and alerts with a Critical impact level have the most severe influence. A dash (–) means that alerts of this event type do not reach the producer in that way.

The EUDR reference names the points of Article 2(40), relevant legislation, and Article 10(2), risk assessment criteria, that the event type relates to.

The tables below show the event types in Version 2.1. Version 1 uses the same event types, with two differences:

  • Version 1 also uses the event types Right to food, Right to seed (community rights), Privacy, Right to participation, Torture and cruelty (human rights) and Resource intensity (environmental protection).

  • In Version 1, four event types have other names: Corruption (Bribery in Version 2.1), Fraud (Deceitful reporting), Chemical leakage (Chemical spill) and Toxication (Toxic contamination).

Self-assessment topics

Producer self-assessments for EUDR cover these topics:

  • Labour rights

  • Human rights

  • Land use rights

  • Community rights

  • Forest-related rules

  • Environmental protection

[!note] Producer questionnaires are not scored Prewave does not score the answers to producer questionnaires. Neither the EU nor any other authoritative institution provides a shared framework for rating this information, so any score would be arbitrary. The questionnaires let you collect context from producers, support your own qualitative decisions, and engage with producers directly.
